I've never done a critique kind of thing before so let's see how this turns out.

I like how it is generic but expensive, but also has a more easy-going use in its home decks which are low-level dragons. This can count for Blue-Eyes/Red-Eyes/Dragunity decks or OG Dragon Rulers (because of the babies), LV monsters, old school floaters (Masked Dragon and Dragon Troops), and more recently the Felgrand support. That is just great.

It going after the DEF stat rather than the ATK stat is pretty clever since it is the least common one for aggressive plays, and will most likely just serve in the fun creative combos it is intended for (or anime/manga/fanfic uses). It's best quality though is that it is a general non-targeting mass Monster Effect negation for the turn, and that's definitely something that can have a place in the meta, even at a 3k cost and spell speed 1.

The mass burn effect though screams OTK facilitator, and is not really needed to make this card good in my opinion.

For the art (which is really what Critiques are for here on DA xD )
I t uses a monster that is pretty much a classic in the franchise: Blue-Eyes in its Level 4 Ritual form. The colors and anatomy are pretty loyal to the original work, and the flavor of the action sequence goes well with the intended effects: Throwing shining scales to disrupt other monsters.

My "technique" star rating isn't the full 5 stars, only because I don't think the dragon and the scales seem to be drawn quite in the same style, the rain of scales being an important focus of the image. For the ones far into the distance it is ok, but the ones falling upfront could use more details. Still, you made a great work with this.
